Christina G. Milone, Esq., CEO and Managing Partner – January 1990
Ms. Milone has been involved in the healthcare industry for more than two decades. Her experience in, and knowledge of, the industry afford Ms. Milone a unique understanding of the collective and individual objectives of every client. Recognizing how increasingly complex the requirements of clients have become, the firm continues to expand its service lines to support the needs of the businesses and individuals it serves.
Ms. Milone is a member of the Nassau County Bar Association and the New York State Bar Association, of which she is a member of the Elder Law and Health Law sections. In addition, she is actively involved in the Healthcare Finance Management Association (HFMA), a respected thought leader on trends and issues facing the healthcare industry. Ms. Milone holds a Bachelor of Arts degree in English from Adelphi University and a Juris Doctorate degree from Touro Law School; she was admitted to the Bar in 1993 and is licensed to practice in the state of New York, including the United States District Court, Eastern District of New York.

Tammy Lawlor, Esq., Partner – July 1997
Ms. Lawlor is a Partner, overseeing the Elder Law Department. She assists nursing home clients with their admissions policies and procedures and assists patients in facilities with Advance Medicaid Planning and Applications, and with Guardianships, Wills, and Trusts and Estates. Ms. Lawlor receives court appointments in Article 81 Guardianships, nursing home representation, and ethical dilemmas facing Elder Law attorneys and is a frequent lecturer on these topics. Ms. Lawlor has conducted Fair Hearings in all counties and is well versed in the nuances of each county’s rules and their county attorney protocols.

Alicia A. Weissmeier, Esq., Chief Operating Officer – April 2012
Ms. Weissmeier is the Chief Operating Officer of the firm, a member of the firm’s HIPAA Compliance Committee, and the Managing Attorney of the Denial Management Department with over 20 years’ experience as an attorney in a management role.
As Chief Operating Officer, Ms. Weissmeier works closely with the CEO to implement the firm’s strategic priorities and in ensuring all departments have the appropriate legal oversight in day-to-day business matters. In addition, she provides all departments with legal guidance and is involved in the firm’s Trust and Estate practice.
Prior to joining the firm, Ms. Weissmeier was the Chief Miscellaneous Clerk of the New York County Surrogate’s Court. In managing the Miscellaneous Department, she was the liaison between the surrogates, attorneys, and general public for all matters litigated at the courthouse, and for select non-contested matters as well. Prior to her Surrogate’s Court appointment, she was the Managing Partner of a general practice law firm in Manhattan.
Ms. Weissmeier is a member of the Board of Directors of Concerned Home Managers for the Elderly (COHME), a non-profit home health care agency that provides services to the elderly and their families in New York City. She holds a dual Bachelor of Arts degree from the City University of New York at Queens College and a Juris Doctor and LL.M degree from Pace University School of Law. Ms. Weissmeier is licensed to practice law in the states of New York and New Jersey, including the United States Court of Appeals for the Second Circuit, United States District Court for the Southern, Eastern, and Western Districts of New York and the District Court of New Jersey.
Cheryl A. Lein-Taubenfeld, Esq., Senior Administrative Attorney – March 2016
Ms. Lein-Taubenfeld handles the administrative and operational functions for all aspects of the Elder Law Department’s client matters. She has had over 20 years’ experience in legal and administrative work.
Prior to joining Miller & Milone, P.C., Ms. Lein-Taubenfeld was staff counsel at an insurance company on Long Island. She spent 20 years at the Office of the Nassau County Attorney where she was in charge of the Claims department and prior to that, served as an administrator and attorney in their Torts division. She has also been an associate attorney at a private law firm.
Ms. Lein-Taubenfeld received a Bachelor of Arts degree from Adelphi University and a Juris Doctor from Touro Law School. She is licensed to practice law in the state of New York as well as the United States District Court, Southern and Eastern Districts of New York.
Elizabeth Murphy, Esq., Senior Associate – May 2005
Ms. Murphy works with clients in obtaining community and chronic care Medicaid, and supervises the preparation of Medicaid applications for both nursing home care and home and community-based care. In addition, she attends Fair Hearings on behalf of the firm’s hospital and nursing home clients as well as private clients who have been issued inadequate or erroneous Medicaid decisions. Ms. Murphy evaluates the legal grounds to commence Article 78 proceedings when unfavorable Fair Hearing Decisions have been rendered and assists with cases that are brought to the Appellate Court level. She handles Estates and Administration for Medicaid and private clients, as well.
Prior to joining the firm, Ms. Murphy was a title consultant, responsible for closing real estate and clearing title on real properties throughout the New York metropolitan areas.
Ms. Murphy received a Bachelor of Arts degree in Speech Communications and Rhetorical Studies from Hofstra University and a Juris Doctor from Touro Law School. She is a member of the New York State Bar Association Elder Law section and is a regular participant in the Nassau County Bar Association Elder Law, Social Services & Health Advocacy Committee. She is licensed to practice in the state of New York.
Sara O’Connor Shackelford, Esq., Associate – April 2012
Ms. Shackelford handles Article 81 Guardianships, prepares Advance Directives, and assists with applications for Medicaid. She drafts legal documentation to initiate Guardianship proceedings and attends Guardianship Hearings. In addition, she attends Fair Hearings for hospital, nursing home, and private clients and assists in matters related to Guardianship and Medicaid as they impact institutional clients. Ms. Shackelford also assists clients with probate, estate administration and estate planning matters.
Ms. Shackelford was a volunteer attorney at New York Mental Hygiene Legal Service prior to joining the firm. She holds a Bachelor of Arts degree in Legal Studies from the University of Wisconsin-Madison and a Juris Doctor from St. John’s University School of Law. Ms. Shackelford is licensed to practice in the state of New York.
Ross Steele, Esq., Associate – May 2015
Mr. Steele evaluates client referrals to create more efficient and effective ways of addressing matters referred to the firm. He reviews the policies and procedures established by individual insurance companies to ensure compliance with changes in federal and state healthcare and insurance regulations. In addition, he reviews and enforces contractual agreements between clients and insurers. Mr. Steele is the firm’s Compliance Officer for federal and state patient privacy laws and chairs the firm’s HIPAA Compliance Committee.
Mr. Steele holds a Bachelor of Science degree in Psychology and a Bachelor of Arts degree in Political Science from Washington State University where he graduated from the Honors College. He received his Juris Doctor, with an academic concentration in Health Law, from the Maurice A. Deane School of Law at Hofstra University. Mr. Steele currently serves as a Senior Fellow for the Gitenstein Institute for Health Law and Policy. He is a member of the New York State Bar Association, Nassau County Bar Association, and New Jersey Bar Association. Mr. Steele is licensed to practice in the states of New York and New Jersey.
Sarah Chussler, Esq., Associate – February 2016
Ms. Chussler handles our probate and administration proceedings. In addition, she prepares for and attends Fair Hearings on behalf of the firm’s institutional and private clients who have been issued inadequate Medicaid determinations. She assists with the annual accounts and final accounting with regard to Article 81 Guardianship cases.
Prior to joining the firm, Ms. Chussler worked as an Associate Attorney first for a solo practitioner focusing on matrimonial and family law, and then with a mid-size Long Island law firm representing corporate clients in civil and commercial litigation matters. Ms. Chussler previously served as a Judicial Intern for the Honorable Arthur M. Diamond, Justice of the Nassau County Supreme Court, where she assisted the Court with matrimonial and Article 81 proceedings, and upon graduation from law school she served as a Legal Fellow with the 15th Judicial Circuit Court in and for Palm Beach County, Florida, assisting the judiciary in adoption and small estate probate proceedings.
Ms. Chussler received a Bachelor of Arts degree in International Politics from the Pennsylvania State University, with minors in French and history, and a Juris Doctor from the University of Miami School of Law. She is licensed to practice law in the state of New York and is a member of the New York State Bar Association and the Nassau County Bar Association.
Thomas Manzi, Esq., Associate – May 2016
Mr. Manzi assists veterans in applying for and obtaining benefits they may be entitled to and handles Social Security Disability and Supplemental Security Income applications. Additionally, he evaluates clients’ estate plans, assisting in the drafting of legal documents necessary to effectuate their goals. Mr. Manzi also assists in managing the firm’s Court Appointments in Article 81 Guardianships.
Prior to joining the firm, Mr. Manzi held the position of clerk with a federal judge in the Eastern District of New York, in a private practice elder law firm, with the Nassau County Department of Health and Social Services, and as a Pro Bono Scholar at Nassau Suffolk Law Services, Veterans Rights project, where he provided more than 500 hours of free legal assistance to local veterans and their families.
Prior to the start of his legal career, Mr. Manzi served his country as an EMT-CC, volunteer firefighter, and U.S. Army soldier. In 2010, he deployed to Northern Afghanistan as a Combat Engineer assigned to the 10th Mountain Division in support of Operation Enduring Freedom, where he received an Army Commendation Medal. Mr. Manzi earned a Bachelor of Science degree in Public Affairs and Emergency Management from Empire State College. He earned his Juris Doctor from Maurice A. Deane School of Law and is licensed to practice law in the state of New York.
